Annual Capacity Building Plan (ACBP) of Fisheries Department

Union Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala launched the Annual Capacity Building Plan (ACBP) of the Department of Fisheries on 20 September 2023. The Annual Capacity Building Plan (ACBP) will play an important role in service delivery, program implementation and carrying out core government functions.

This scheme has been launched in view of the demand to identify the capacity building needs of the officers and employees of the Fisheries Department and develop an action plan for their capacity building to meet the priorities of the department. Union Minister Rupala informed that the Annual Capacity Building Plan (ACBP) of the Department of Fisheries will play an unprecedented role in the ACBP service delivery, program implementation and carrying out core government functions. It will provide basic training to ACBP officers to enhance their relevant competencies and enable them to perform better.

Minister of State Dr. L. Highlighting the importance of this scheme in view of adoption of new technologies in fisheries sector, Murugan said that ACBP will be helpful in the development of fisheries sector in India. He informed that there are many fisheries institutions in India, where technological innovation in the field of fisheries is the need of the hour.

Highlighting the importance of ACBP, Dr. Abhilaksh Likhi, Secretary, Department of Fisheries, said that the scheme will facilitate capacity building in the area of functional, behavioral and domain knowledge competencies while facilitating transformation of rule-based system into role-based system. Will meet the needs.

CBC Member Administration Shri Praveen Pardeshi gave a detailed presentation on the Annual Capacity Building Plan (ACBP) of the Department on the need for various training modules required at different levels of officers of the Fisheries Department.

  • A Capacity Building Unit (CBU) has been created in the Fisheries Department to implement and maintain this scheme.
  • For its implementation, the budgetary outlay has been fixed at 2.5% of the salary head of the department.
  • CBU will prioritize the training needs of department employees. The training will take place in both online and offline mode.

On the occasion of the launch of ACBP scheme, Minister of State Dr. L. Murugan, CBC Member Administration Praveen Pardeshi, Secretary Dr. Abhilaksh Likhi, Joint Secretary Sagar Mehra etc. were present.
