Dr. Poonam Khetrapal Singh is the World Health Organization (WHO) Regional Director for South-East Asia. The prestigious award was presented to him by Druk Gyalpo (Dragon King) Jigme Khesar Namgyal Wangchuck on 17 December 2023 in Thimphu, Bhutan. Dr Singh played a key role in freeing Bhutan from measles in 2017 and rubella in 2023 ahead of schedule.
