The program will be implemented by Digital University Kerala with joint funding from the Ministry of Electronics and Information Technology, Government of India and Government of Kerala and industry partners. The total budget of this program is Rs 94.85 crore.

The ship is named after a mountain range in Karnataka. Vindhyagiri is a technologically advanced ship of the erstwhile Leander class ASW frigates.
