Bhoomi Samman 2023 for complete digitization of land records

President Draupadi Murmu conferred ‘Bhoomi Samman 2023’ on July 18, 2023, for complete digitization of land records. District Collectors and 9 Secretaries of 68 districts of Odisha, Madhya Pradesh, Gujarat, Bihar, Assam, Chhattisgarh, Jharkhand, Tripura and West Bengal presented Bhoomi Samman for complete digitization of land records in a program organized at Vigyan Bhawan, New Delhi.

57 officers from 19 districts of Odisha, 35 officers from 15 districts of Madhya Pradesh, 7 officers from 7 districts of Tripura, 9 officers from 4 districts of West Bengal, 24 officers from 9 districts of Jharkhand, 18 officers from 6 districts of Gujarat, 6 officers from 2 districts of Chhattisgarh, 15 officers from 5 districts of Bihar and 3 officers from 1 district of Assam received Bhoomi Samman 2023 from President Draupadi Murmu.

Bhoomi Samman 2023 reflects the outstanding performance in achieving completion for core components of the Digital India Land Records Modernization Program (DILRMP). Union Rural Development and Panchayati Raj Minister Giriraj Singh informed that revenue and registration officers will receive ‘Bhoomi Samman’ for the first time in the last 75 years. This event is very important for the revenue and registration officials of the state.

Union Minister Singh said that Bhoomi Samman Yojana is a good example of Centre-State cooperative federalism based on trust and partnership. Because the classification system in computerization and digitization of land records is mainly based on reports and inputs from States/UTs.

About Bhoomi Samman 2023

In the post-budget webinar on February 23, 2022, Prime Minister Narendra Modi had envisaged that every citizen should have access to all public welfare schemes. In the meeting of the Council of Ministers on 3 July 2023, PM Modi reiterated the need to complete the plan components.

As a step in this direction, the Department had taken up the work of performance based grading of the six main components of DILRMP. The ranking has been done on the basis of the performance of the districts. Districts with completeness, i.e. 100% target completion, in the respective core components of DILRMP given the Platinum category.
